The Masses is republishing a statement from the Forum Against Corporatization and Militarization (FACAM), and joins calls like the one found at the Partisan to, “resolutely denounce Operation Kagar and massacres of Indian revolutionaries and people. We call on all revolutionaries in the US and internationally to organize in solidarity with comrades in India and to condemn the actions of the Indian State.”
On September 11, 2025, Kadari Satyanarana Reddy alias Kosa and Katta Ramachandra Reddy alias Raju Dada and Vikalp were allegedly picked up from Raipur town by the paramilitary-police forces of the Indian state and transported to Abhujmaad where they were shot dead by the paramilitary forces in a supposed staged operation where the two were unarmed, on 22nd September, 2025. Based on the statements of various political groups, we are discerning that both of them were Central Committee members of the proscribed Communist Party of India (Maoist), with Vikalp being the spokesperson of its Dandakaranya Special Zonal Committee. We find this situation to be extremely alarming as on one hand the Chattisgarh Home Minister and Chief Minister have continuously been espousing the state’s intention to participate in peace talks with the Maoists, in reality the Indian state is arresting unarmed CC members of the party in grave violation of the Geneva Convention and the democratic principles of a non-international armed conflict (NIAC).
For nearly a year civil society members, lawyers, journalists, academics and various other prominent members of society including electoral political parties who demanded ceasefire between the Indian state and CPI (Maoist) and an initiation of peace talks between the two entities. The Maoists demanded that Operation Kagaar and active operations of the state be halted first to create an atmosphere where they can meet to discuss the state’s terms and carry out the peace talks but instead of adhering to any such conditions, the Indian state carried out armed actions against both armed and unarmed Maoists and Adivasi peasants, during the course of which the General Secretary of the CPI (Maoist), Nambala Keshava Rao alias Basavaraju was slain. Basavaraju was 70 years old when the state gunned him down, with concerns being raised at the time that he too was captured by the Indian state and shot in a false encounter. Instead of following due procedure established under the Indian Constitution, or adhering to principles of NIAC established under the Geneva Convention’s Additional Protocol No. 3, the state continues to carry out such operations which fly in the face of all claims of democratic ideals that the government agencies claim to follow.
All political parties have the democratic right to assert their political opinion, yet, the Maoists who have released multiple statements stating they are ready to engage in dialogue with the Indian state have not been granted the democratic right by the state to engage in political dialogue. The targeted killings of their leadership, from their General Secretary to various central committee members raises questions about Indian state’s intent in finding a resolution to the problem which has, in countless studies and findings, been concluded as a socio-economic issue.
Forum Against Corporatization and Militarization (FACAM) demands an immediate independent inquiry into the extra-judicial killings of unarmed Maoists, including Kadari Reddy and Katta Reddy, in fake encounters and an end to Operation Kagaar under which these paramilitary actions are being carried out.
